Agriculture & Food Systems

James Brown:

Most Significant Issue: For some of our low-income neighborhoods there are some real barriers to residents having access to healthy fresh foods.

Plan to Address it: I will continue to support city funding for organizations such as Seedleaf, Tweens Coalition and Food Chain that helps to alleviate these barriers and educate residents about fresh foods and healthy eating.

Arts & Culture

James Brown:

Most Significant Issue: The 1st District is several ways in can be considered the Arts & Culture District for the City. From our stunning murals, to the variety of performance venues and galleries. The 1st District is also home to many local artists, several with world wide notability.

Plan to Address it: I plan to continue to promote the arts in the 1st District and throughout our city. Advocate for equitable funding for the arts, in addition to providing access to instruction and opportunities for inspiring artist.

Community Design

James Brown:

Most Significant Issue: One of the our most significant community design issues is the high concentration of social service agencies located in the district and the impact on surrounding neighborhoods.

Plan to Address it: In the most recent Comp Plan: Goals & Objectives for the city, I was successful in having council to include language that encourages planners and organizations to look for opportunities in other areas of our city. To more equitably disperse services and prevent further over saturation.

Development & Housing

James Brown:

Most Significant Issue: I see the lack of safe, affordable housing opportunities for residents that live in neighborhoods are seeing a lot of redevelopment.

Plan to Address it: I plan to continue to fight for an increase to the city's affordable housing fund as well as support policies help to provide affordable rents and affordable home ownership opportunities for families in the district.

Economic Development

James Brown:

Most Significant Issue: The high unemployment rate and lack of access to jobs is an important issue impacting the district.

Plan to Address it: Supporting the efforts of the city's Workforce Development Coordinator (Elodie Dickinson) is one of my top priorities. The creation of this position is one I encouraged and supported in the 2016 Budget.

Education

James Brown:

Most Significant Issue: I see the lack of parent engagement in our district schools as a factor in not every child reaching their full potential.

Plan to Address it: I plan to continue to support our families in neighborhoods with our community partner initiatives (Winburn Community Partners/East End Community Partners). This collaborative is design to work with neighborhood focused organizations, schools, residents and groups to improve the quality of life in a community.

Environment & Energy

James Brown:

Most Significant Issue: As the most densely populated district in Lexington, neighbors value the benefit of walking and cycling as opposed to driving and traffic.

Plan to Address it: Directing funding for improved walkways, bike lanes and intersections is a priority. In addition to education and awareness of the benefits to this culture shift..

General Governance

James Brown:

Most Significant Issue: City government as can be a confusing and intimidating to citizens, who don't know their way around building.

Plan to Address it: I plan to work with CivicLex to help address these challenges and work to be more transparent and engaging.

Immigration

James Brown:

Most Significant Issue: With the 1st District being one of the most diverse in the city, I feel that inclusion of the perception of non-inclusion is an issue.

Plan to Address it: I will continue to build relationships with our immigrant community and create opportunities like the Winburn Multi-Cultural Festival that was held in MLK Park in 2017 that was inclusive of all the residents and cultures in the neighborhoods that surrounds the park.

Public Health

James Brown:

Most Significant Issue: The opioid epidemic is a public health issue impacting our district.

Plan to Address it: I plan to continue to support our public safety professionals on their efforts to address this issue. I plan to explore what options may exist for the city to aide with recovery facilities and efforts.

Public Safety

James Brown:

Most Significant Issue: Youth Crimes is one of the most significant issue facing the district.

Plan to Address it: I will continue to support Partners4Youth and other agencies that provides opportunities for our young people. I am a strong supporting of youth sports programming that provides exposure to structure, teamwork and mentoring for our community.

Transportation

James Brown:

Most Significant Issue: Public transportation being convenient and a more appealing option for citizens is a challenge.

Plan to Address it: Continue to work with LexTrans on improving bus routes and scheduling as well way to be more inviting to customers.
